Under the regime of President Alexander Lukashenko, Belarus has become a virtual pariah state, synonymous with steep economic decline, severe repression and violation of trade and human rights on a massive scale. With the events of 2002 appearing to seal the fate of freetrade unions, Belarus has also become the focus of a major international effort to protect workers’ rights in the country.
